영기준 예산(zero base budgeting : ZBB)은 과거의 관행이나 예산 우선순위를 전혀 고려하지 않고 영(zero)의 상태에서 사업을 선정하고, 우선순위를 결정해 예산을 배정하는 방식을 의미한다.
